Role: Design Guidance and Best Practice Development

S Williams Architects, in collaboration with Helen Taylor of Scott Brownrigg, was commissioned by the Department for Education (DfE) to help shape new design guidance for schools and colleges across the UK.

This work responded directly to the evolving policy landscape, aligning with the National Planning Policy Framework, including the National Model Design Code and wider guidance issued by the Department for Levelling Up, Housing and Communities. The objective was to articulate a clear, place-based approach to the design of education environments, acknowledging the vital role that schools and colleges play in placemaking, community cohesion, and sustainable urban development.

A key part of the work involved the development of best practice case studies—drawing from both national and international examples—to illustrate the strategic qualities of well-designed learning environments. These case studies explored how schools and colleges can embody the ten key characteristics of the National Model Design Code, offering practical interpretations specifically tailored to the education sector.

In parallel, while acting as a Design Adviser to the DfE, Sarah also led the development of the Further Education Sustainable Estates Guidance. This work involved close collaboration with external consultants to produce a guide that would support college leaders, estate managers, designers, contractors, and technical advisers in the planning and delivery of further education estates.

The guidance was designed to ensure that strategic estate decisions are grounded in sustainable design principles, balancing environmental, social, and economic value with long-term viability and risk. It serves as a practical resource for ensuring that future college estates are not only efficient and fit for purpose but also inspiring places to learn and thrive.
